The housing crisis isn’t just about a shortage of homes, it’s about a housing system that creates and perpetuates barriers to progress. We are committed to transforming the system that shapes housing.

A Strong Housing System

A strong housing system has three components:

Housing Supply Ladder

Restoring balance in the housing market with adequate supply across the tiers of housing, facilitating progression from entry-level to aging in place.

Capable Demand

Enabling sustainable demand from buyers each with the financial capacity and self-sustaining capability to secure and maintain decent housing that fits their needs.

Reflexive Safety Net

Integrating an evolved social service model to provide a rapid and coordinated response that breaks the cycle of dependency and builds capable demand.

We Transform Communities

By advocating for bold policies, fostering innovative partnerships, and engaging in community-driven solutions, we’re looking upstream to address root causes of the housing crisis. On this page, you will find research products that aim to empower community advocates and policy developers with knowledge and data about Central Florida.

Policy Discovery and Insight Guides

Policy and legislation often have unintended or unexpected outcomes. This is especially true in relation to housing. The housing system is constantly in flux, and it can be difficult to predict how different stakeholders such as developers, homeowners, renters, bankers, etc. will react to changing conditions.

The Cornerstone Housing Initiative’s Policy Guide series explores housing policy from a new perspective, studying the possible stakeholder reactions and common failures that plague policy development. Fill out a request form to download the first three guides below, each with common language about the importance of systems thinking to tackle the housing crisis.

Accessory Dwelling Units (ADUs)

Secondary housing units on the same property as a primary residence.

Adaptive Reuse

Repurposing existing structures for new housing functions.

Social-Purpose REITs

Balancing investor profit with tenant affordability.
