The Cornerstone Housing™ Initiative reimagines what is possible and provides a path to get there. It is a long-term effort to transform the current housing system to align the region’s housing supply with its residents’ needs. 

This is not a program. It’s a process. A way of thinking. A new blueprint. 

Think about the housing system as a river . . .

Think of the housing system as a river. When it is flowing freely, stable housing empowers every community—supporting health, education, and businesses along the way. But oftentimes, that flow is blocked. Some barriers are easy to see, like zoning restrictions or gaps in funding. Others are harder to spot, like competing priorities among well-meaning stakeholders. These are the logs, dams, and sediment that disrupt the flow of the river. They are not caused by any one entity, but by many overlapping parts of the system.  

Most housing solutions necessarily focus on helping people downstream with emergency shelters, rental vouchers, and downpayment assistance. These interventions are vital because they help people and families in the moment and change the trajectories of their lives. But they don’t remove the barriers or restore the flow.

The Cornerstone Housing™ Initiative turns our attention upstream, to where the root causes of the housing crisis live. It is about clearing obstacles, reshaping the riverbed, and ensuring the housing system delivers stability and opportunity to every person it touches—not just those who manage to stay afloat.

Dr. Dale Brill

Dr. Dale Brill serves as Chief Policy Officer for Habitat for Humanity of Greater Orlando and Osceola County. He is the architect of the Cornerstone Housing Initiative—a systems approach to public policy development focused on the affordable housing crisis.

Dale’s background includes executive positions in private, public, and non-profit sectors. These include serving as Senior Vice President for the Orlando Economic Partnership, leading Thinkspot, a public policy research and development consultancy, and serving as president of the Florida Chamber Foundation.

In the public arena, Dale has served as Director of the Governor’s Office of Tourism, Trade and Economic Development in Florida after four years as Chief Marketing Officer for VISIT FLORIDA. Previously he served as General Motor’s first Dean of e-Commerce and Global Business Leader for General Motors-Europe. Dale has also served on the full-time faculties of Boston University and Florida State University and as an adjunct faculty member with the University of Central Florida’s College of Business.

Dale and his wife, Stephanie, are exhausted parents whose children indulge their father’s fanaticism for the Chicago Cubs between their own pursuits in soccer and softball.

Phoebe Fleming is the Director of Research and Learning at Habitat for Humanity Greater Orlando & Osceola County, where she leads measurement and impact evaluation efforts. With close to a decade of experience in research and data strategy, she specializes in designing frameworks and metrics to track inclusive economic development, housing stability, and regional equity. In her previous role, as the founder of national consulting business, she developed measurement tools and indicator systems for leading foundations, economic development organizations, and city governments nationwide. Her work includes creating an accountability measurement framework for the McKnight Foundation in Minnesota, developing the Orlando Prosperity Scorecard in partnership with the Brookings Institution, and benchmarking neighborhood indicators for the Tampa Bay Partnership in Florida. Phoebe is recognized for her ability to translate complex data into actionable insights that drive equitable policy and program design.
